Scholarism (學民思潮) and the Hong Kong Federation of Students (學聯) jointly proposed an electoral method that features popular nomination. They insist that popular nomination is in keeping with the Basic Law, and a law should be improved if it is not just (公義). Scholarism convenor Joshua Wong (學民思潮召集人黃之鋒, right) said the May 6 vote showed popular nomination was preferred. He thinks the government must not opt for what is against public opinion.

Alliance for True Democracy

The Alliance for True Democracy (ATD, 真普選聯盟) is a coalition of pan-democratic groups including the Civic Party and the Democratic Party. It is against small-circle elections. It believes that nomination by the public or political party is within the scope of democratic procedures and aims at a truly democratic system under which popular and fair elections are held. Instead of advocating popular nomination only, the ATD has put forward a plan featuring three ways of nomination - nomination by the public, by political parties and by the nominating committee.

People Power

People Power (人民力量) has put forward a plan featuring nomination by the public, by Legco members and district council members (區議員). Its spokesperson said proposals featuring popular nomination were widely supported by voters, which showed the public called for popular nomination and wanted the nomination committee to be broadly representative.

The government

Chief Secretary for Administration Carrie Lam (政務司長林鄭月娥) has said there is no legal basis for nomination by the public or political parties and society should, instead of spending time on discussing such proposals, focus on those that are in keeping with the Basic Law. Secretary for Constitutional and Mainland Affairs Raymond Tam (政制及內地事務局長譚志源, above) has said suggestions that contravene the Basic Law should be given up.

The HK Bar Association

The Hong Kong Bar Association (大律師公會) rules out the idea of popular nomination. A spokesperson for the body has said Article 45(2) of the Basic Law is too explicit to allow nomination not made by the nominating committee.

However, Audrey Eu (余若薇), a barrister who sat on Legco, has said it is paradoxical (自相矛盾) for the Bar Association to advocate maximising public participation and representativeness and oppose popular nomination at the same time.
