■English highway﹕cut off

To cut off something is to stop the supply of something such as electricity, gas, water, etc.

e.g. If you don't pay your gas bill soon you may be cut off.

It also means to separate something by cutting it away from the main part.

e.g. The plant might bloom again if you cut off the dead flowers.
