【明報專訊】In the 2018 Policy Address (施政報告), Carrie Lam Cheng Yuet-ngor, the Chief Executive, has proposed a complete ban on electronic cigarettes (e-cigarettes) to protect public health.

E-cigarettes are often packaged as less harmful substitutes with promotion tactics targeted at youngsters and non-smokers. In fact, they produce second-hand smoke (二手煙) like conventional cigarettes, which is also harmful to health. Worrying the restrictions on sale of e-cigarettes and other new smoking products will not be adequate to protect public health, the government will propose legislative amendments to ban the import, manufacture, sale, distribution and advertisement of those products.

Students are easily tempted by e-cigarettes' colourful packaging and wide range of flavours. According to surveys done by Hong Kong Council on Smoking and Health, the proportion of Primary Two to Four students who had tried e-cigarettes increased from 2.9% to 4.5%, between the 2016/17 and 2017/18 school years. The increase was described as "rather shocking".
